One Minor Glitch

The lock works very well. I bought this so the key hole would be covered and not get rusted much. Well, the little slide cover won't stay closed so the keyhole is exposed all the time. Because it does swivel, there is no way to make it stay in one position to keep it from opening. Design defect?
